Rules for puppy referral

Amendments adopted, beginning in WA's breeders 2011-10-25 Section 2.
Clarification of Section 2, according to Board decision 2012-08-27.

WestieAlliansen’s rules for Puppy referral

1. The breeder shall in all respects comply with Swedish Kennel Club (SKK) basic rules, Swedish Terrier Club and WestieAlliansen’s (WA) rules, but also the Swedish Board of Agriculture's regulations and recommendations from local environmental and similar bodies. Different municipalities have different regulations. It is the breeder's responsibility to be familiar with these. (See SKC's website "Rules, Guidelines & Laws" and the Kennel Club's breeding policy).
2. The breeder must be a member of WestieAlliansen to get puppy referral. For new members, the membership fee must be paid prior to mating.
3. West Highland White Terrier bitches will not be bred until at least the third period, but not earlier than 18 months of age (see SJVFS 2008:5). Dogs used for breeding should have reached the age when the dog exhibits an adult individual's physical maturity and behaviour. Dogs registered in Sweden must have been issued with at least one first prize, or "very good" in junior class (junior, intermediate class or open class) or "very good" at official exhibition in Scandinavia or the FCI show in another country. Certification must be attached. For imported dogs that are qualified in their native country to be verified, credentials must be submitted to the WA’s AUK. For Swedish dogs to mate with foreign dogs, the foreign dog must be qualified as above, or the merits of the dog must be able to be verified if the dog is not Champion. When Swedish-born and Swedish-owned dogs are used in breeding abroad and where the offspring is registered in another country, the respective rules of each country apply.
4. Males should at a maximum provide the number of puppies listed as the upper limit (currently 80 puppies). Both female and male dog owners are responsible for the dog not being used more often. This is also described in the RAS.
5. Breeders must have participated in at least every other Breeder’s meeting to get a puppy reference. Valid from Breeder’s meeting, 2009.
6. New breeders should, in addition to the above rules, have a contact person for support and assistance, e.g. bitch breeder or owner of the dog, and have contact with the Breeding & Breeder’s Committee (AUK) if necessary. New breeders may also have their puppy referrer as a contact person.
7. WestieAlliansen recommend that breeders register their buyers as members and pay for the first year: a welcome, membership cards, WestieNytt and a label sent to new members.
8. Assuming that breeders follow the rules above, breeder’s will obtain free referral of all puppies whose births are registered with SKK. In cases where the litter is the result of incestuous breeding such whole/half-sibling, mother/son and father/daughter mating, or if the litter is for males who are overused, or where these rules are not enforced, the breeder will not be given puppy referrals by WestieAlliansen.
9. Applications for exemptions, with justification, should always be given in writing and sent in good time by email or letter to sekreterare@westiealliansen.se and auk@westiealliansen.se. No exemptions are given afterwards. Dispensation granted for mating also constitutes dispensation to be on the list for puppies for sale.
10. Major violations are any violations of the SKK basic rules. Violations lead to suspension from SKK, and also from WestieAlliansen. During the time that WestieAlliansen are awaiting a SKK decision regarding punishment, the Breeder is suspended from WestieAlliansen. Other offenses, including non-exhibition, males and/or females bred outside of the age recommendations, or not attending breeder’s meetings for the past few years, results in a "dot" and the breeder will be contacted by AUK letter. For two "dots", the breeder will be suspended for 3 years from Breeder’s list and puppy reference. After 3 years, the AUK and the Board will take a position regarding the reinstatement of Breeder’s list and puppy referral.
11. When advertising puppies on the Internet and in the media, it is important for WestieAlliansen to be visible and provide information about the problems that can occur such as smuggled dogs.
12. Puppies remain 2 months after notification date. Updating should be done to AUK once a month. The breeder is responsible for announcing "latest info" to AUK. Always contact auk@westiealliansen.se if any uncertainty exists.
13. Breeders who meet the requirements for puppy referral can also advertise that "Puppies are expected."
14. New breeders who have not been to any breeder’s meetings, but who follow all the above rules for puppy referral can get puppy reference for their first Westie litter. Before the second litter, the breeder must attend the WA's breeder’s meeting to get the puppy referral. This is in accordance with WestieAlliansens Breeding Policy and Breed Breeding Strategies (RAS), which has been developed by and for WestieAlliansen and approved by the Kennel Club (§ 3 last revised at the Annual Meeting 2010).
